There are two county seats in Carroll County. They are located in Berryville (Eastern District) and Eureka Springs (Western District). The County Clerk has marriage and probate records from 1870. The Circuit Court Clerk has land and divorce records from 1870. State birth and death records began in 1914 with only limited compliance until the 1920's.

The State Vital Records Office has birth and death records from 1914, and marriage records from 1917. Some City Clerks might have birth and death records before 1914.
