Jesse Milton Elkins was born December 18, 1924 at Paris, Logan County, Arkansas to John Calvin & Georgia Ann Thurman Elkins. No marriage record has been found for his marriage to Delma Joyce Hice. By 1930 the family was living at Island, Sebastian Co., Ar. While living in Kern Co., California on November 28, 1945 Milton enlisted in the US Army. He states on his enlistment that he has a Grammar school education. His rank on his enlistment is Private First Class. Milton passed away January 4, 1997 at Lebanon, Linn County, Oregon. His burial was in Willamette Memorial Park at Albany, Linn County, Oregon.
