Application for a Pension

To the Honorable County Court of Scott County:
Sitting as a Pension Board.
The undersigned, as an ex Confederate soldier, hereby applies for a pension under the provisions of an act of the General Assembly of the State of Arkansas, entitled "An Act for the Relief of Certain Soldiers of the late War between the States," approved April 1, 1891, upon the following grounds:
That he is a bona fide citizen of the State of Arkansas, and has resided within this State for more than twelve months next before the filing of this application; That he enlisted as a soldier in the State of Georgia during the war between the States in Company "B" of the 16th Reg't. Infty. Vols. That while in the discharge of his duty as a soldier of said company and regiment in the service of the State of Arkansas, or of the Confederate States of America, he received a wound, from the effects of which he partially lost the use of his left leg receiving a piece of shell in left knee, causing stiffness of left knee.
That by reason of said wound and disability he is now indigent and incapacitated for manual labor. That he is not receiving any aid from this State or from the United States for such injuries, under any other statute, and that therefore he makes application for relief under the act aforesaid.

Duncan, Clerk, sitting as a Pension Board for Scott County, do certify that we have carefully examined the application of the above named Jesse S. Lott for pension, under act of the General Assembly of the State of Arkansas, as approved April 1, 1891, and the proof in support of same, and we find that said applicant is a wounded Confederate soldier, is in indigent circumstances and partially and almost wholly incapacitated for manual labor, and that his claim is just, and that he should be allowed a pension.

We, E.D. Yandell, Judge of the County Court of Scott County, L.P. Fuller, Sheriff, and T.M. Duncan, Clerk, sitting as a Pension Board for Scott County, do certify that we have heretofore examined the application of Jesse S. Lott for pension under an act of the General Assembly of the State of Arkansas, approved April 1, 1891, and amendments thereto, and that we allowed him a pension upon the proof heretofore forwarded to the State Pension Board. That we failed to award the amount of pension per annum to which we believe said applicant entitled as per said [faded and illegible] 3 Act of the General Assembly of the State of Arkansas, approved February 16, 1893.
Therefore we do hereby certify to the State Pension Board that in our judgment said Jesse S. Lott of Co. "B" 16th Reg't. Ga. Vols. is entitled to the sum of Seventy five Dollars per annum for the disability mentioned in his original application for pension and we hereby allow him the sum of Seventy five Dollars per annum and ask [remainder of document is faded and illegible.]

Smith whose genuine signature appears to the hereto attached certificate or jurat as J.P., is now, and was at the time of the execution of the same, the duly elected, commissioned, qualified and acting Justice of the Peace at Cauthron Township, Scott County, Arkansas, and that all his official acts as such are entitled to full faith and credit, and that his commission as such was dated on the 31st day of October, 1892, and will expire on the 31st day of October, 1894.

On this day personally came before the undersigned, a Justice of the Peace within and for the County of Scott and State of Arkansas, J.P. Hall, Joseph Rogers and A. Norris, citizens of Cauthron, Scott Co., Ark., whom I certify to be credible persons and worthy of confidence, who being duly sworn, state that they are each, personally, well acquainted with the applicant, Jesse S. Lott and have known him from 4 to 7 years.
That the material facts set forth in his application for pension as we verily believe are true. That he was a Confederate soldier. Belonged to Company "B" 16th Regiment of Ga. Vols. That he was wounded in said service near Chattanooga, Tenn. in left leg Sept. 23 1863
That this information we derive from the following sources: from long acquaintance with soldier and living near neighbors to him and from frequent conversations with him concerning his army service and believing his statements to be true - and from a personal examination of his wound and seeing him often [remainder faded and illegible]
That he is partially incapacitated for manual labor and that we have no interest in this claim.

APPLICATION FOR PENSION

I, Jesse S. Lott do solemnly swear that I served as a soldier in the army of the Confederate States, being a member of Company "B" commanded by Capt. Reynolds, in Col. Cobb's 16th Regiment of Infty. Vols. from the State of Georgia; that I was honorably released by Certificate retiring me from such service on or about the [blank] day of October 1864, and did not desert the same; that I am now, and for the past twelve months have been, a bona fide resident of this State; that I am a widower, and that I do not myself own property, real or personal, or both, or money or choses in action in excess of the value of $400.00 (exclusive of household goods and wearing apparel), nor have I conveyed title to any property to enable me to draw a pension, and that I am not in receipt of any income, annuity, pension or wages for any services, the emoluments of an office, in excess of $150.00 per year; that I am incapacitated to perform manual labor in any of the ordinary avocations of life and that such incapacity (or disability) is the result of wounds received in the service, being fragment of a shell striking my left knee and gun shot wound in breast which wounds have greatly disabled me during the whole time since same were received in the war to the present time and I still suffer and am disabled in consequence thereof, and also the result of old age, my age now being 57 years, and debilitated physical condition and that such disability is not the result of my own vicious habits still persisted in, so help me God.

EVIDENCE OF PHYSICIAN

I, J.O. [A.] Sullivan a duly registered and practicing physician in Scott County, Arkansas, do hereby certify that I am personally well acquainted with Jesse S. Lott of Cauthron, Arkansas, who is an applicant for a pension under the Statutes of Arkansas.
That at his request I have made an examination of his physical condition and find: State description and character of wound or disability: The soldier was wounded with a piece of shell striking him on the inside of the left knee breaking off the tuberositz of the [illegible.]
Physical condition and to what cause is his incapacity for manual labor attributable: and a part of the patella and injuring the fibaris at the joint he also was shot with a minnie Ball about 8 inches above the left nipple region downward and is still inside the cavity and that said disability is not the result of his own vicious habits still persisted in. His leg has perished away and is sore all the time and very painful. His age is 57 years.

Lott, having known him for years.
That he was a Confederate soldier. Belonging to Company "B" of 16th Regiment of Ga. Infty. Vols. That as such soldier he served from [blank] to about Oct 1864 when on account of disability he was released from service. That he was honorably released from such service, and did not desert the same. That he is now and has been for the past twelve months a bona fide resident of Arkansas. That he is incapacitated for manual labor by reason of wounds in knee and breast received in the service and from advanced age, his age being now about 57 years and that such incapacity (or disability) is not the result of his own vicious habits still persisted in. That to the best of my knowledge, information and belief, all property now owned by him, he being a widower, is not worth exceeding $400 (exclusive of household goods and wearing apparel). That he is not to my knownedge in receipt of any income, annuity, pension or wages for any services, or the emoluments of an office, in excess of $150 per year. That I have no interest in this claim. That I served in same Company and regiment with soldier.

That he was a Confederate soldier. Belonging to Company B, 16th Regiment of Ga. Infty. Vols. That as such soldier he served from Decr. 1861 to about Oct. 1864 when on account of wounds he was retired from service. That he was honorably paroled or released from such service, and did not desert the same. That he is now and has been for the past twelve months a bona fide resident of Arkansas. That he is incapacitated for manual labor by reason of wounds, old age and that such incapacity (or disability) is not the result of his own vicious habits still persisted in. That to the best of our knowledge, all property now owned by him and his wife, together, is nt worth exceeding $400 (exclusive of household goods and wearing apparel). That neither he nor his wife is in receipt of any income, annuity, pension or wages for any services, or the emoluments of an office, in excess of $150 per year.
