We, the undersigned, sitting as a Pension Board for Scott County, do certify that we have examined the application of the within named L.B. Blackburn for pension, under Act of General Assembly of the State of Arkansas, as approved March 11, 1901, and the proof in support of same, and find that said applicant is a disabled Confederate soldier, is in indigent circumstances, and partially incapacitated for manual labor, and that his claim is just, and that he should be allowed $50.00 pension.

APPLICATION FOR PENSION

I, L.B. Blackburn, do solemnly swear that I served as a soldier in the army of the Confederate States, being a member of Co. "B" in Nichols (Col.) Regiment of Infty. & Cav'y. Vols. from the State of Arkansas, served under Gen. Shelby; that I was honorably discharged from such service at Little Rock, Ark. on or about the spring of the year 1865 at the close of the war and did not desert the same; that I am now, and for the past twelve months have been, a bona fide resident of this State; that I do not myself, nor does my wife, nor do we both together, own property, real or personal, or both, or money or choses in action in excess of the value of $400.00 (exclusive of household goods and wearing apparel), nor has either of us conveyed title to any property to enable me to draw a pension, and that neither I nor my wife is in receipt of any income, annuity, pension or wages for any services, the emoluments of an office, in excess of $150.00 peryear; that I am incapacitated to perform manual labor in any of the ordinary avocations of life (or am totally blind), and that such incapacity (or disability) is the result of disease and old age, my age being now near 60 years - and dimness of eyesight, and not being able on accounty of rheumatism and old age and feeble health to perform manual labor - or of age, accident or disease, and that such disability is not the result of my own vicious habits still persisted in, so help me God.

EVIDENCE OF PHYSICIAN

I, M.A. Stewart, a duly registered and practicing physician in Scott County, Arkansas, do hereby certify that I am personally well acquainted with L.B. Blackburn of Brawley, Arkansas, who is an applicant for a pension under the Statutes of Arkansas.
That at his request I have made an examination of his physical condition and find: State description and character of disease or disability.
Physical condition and to what cause is his incapacity for manual labor attributable: General Debility and Rheumatism of long standing, principally affecting knees and back and that said disability is not the result of his own vicious habits still persisted in: I have known him for over three years and have never knew of him taking any stimulants whatever. He is strictly moral and religious.
Extent of disability: One half

On this day personally came before the undersigned, a Clerk Circuit Court within and for the County of Scott and State of Arkansas J.M. Hunsucker and S.H. Young, citizens of Brawley, Arkansas whom I certify to be creditable persons and worthy of confidence, who being duly sworn, state that they are each personally, well acquainted with applicant L.B. Bradburn [sic: Blackburn] and have known him for 15 years or more. That he is now and has been for the past twelve months a bona fide resident of Arkansas. That he is incapacitated for manual labor by reason of old age and poor health and that such incapacity (or disability) is not the result of his own vicious habits still persisted in. That to the best of our knowledge, all property now owned by him and his wife, together, is not worth exceeding $400 (exclusive of household goods and wearing apparel). That neither he nor his wife is in receipt of any income, annuity, pension or wages for any services, or the emoluments of an office, in excess of $150 per year. That we have no interest in this claim.

On this day personally came before the undersigned, a Clerk Circuit Court within and for the County of Scott and State of Arkansas, J.R. Watson, a citizen of Greenridge, Scott Co., Ark., whom I certify to be a creditable person and worthy of confidence, who being duly sworn, states that he is personally well acquainted with applicant L.B. Blackburn, having known him for about 38 years.
That he was a Confederate soldier. Belonging part of the time to Company "A" I think, Brightwell, Captain, in Dobbins' Brigade of Cav'y. Vols. from Arkansas. That as such soldier in the aforesaid Company and Brigade he served from about 2 months before the close of the war to the close of the war in the spring of 1865. That he was honorably discharged from such service, and did not desert the same. That he is now and has been for the past twelve months a bona fide resident of Arkansas. That he is incapacitated for manual labor by reason of advanced age and feeble health and that such incpacity (or disability) is not the result of his own vicious habits still persisted in. That to the best of my knowledge, all property now owned by him and his wife, together, is not worth exceeding $400 (exclusive of household goods and wearing apparel). That neither he nor his wife is in receipt of any income, annuity, pension or wages for any services, or the emoluments of an office, in excess of $150 per year. That I have no interest in this claim. I did not enlist with soldier and was not with him during the first part of the war as he beloned to a different Company and Regiment - but we were together at the time of the surrender at Jacksonport, Ark. My understanding was that he had previously been discharged from his Company and Regiment at Little Rock, Ark., and such has been my understanding and information during the whole time since the war and never heard anything to the contrary. Claimant is a good truthful man in every respect.

8. Do you own any property, or interest in any property? Small farm 80 acres.

9. Do you have any income other than Arkansas Confederate Pension? None.
If so, how much per month? None
10. How much of your pension each month is spent for your benefit? All of the pension spent each month for living.

CERTIFICATE OF COUNTY CLERK
(Of Pension Due Estate of Deceased Pensioner)

I, V.H. Brasher, Clerk of the County Court within and for the County and State aforesaid, do hereby certify that [name lost in crease of paper] was a Confederate pensioner, residing in said State, that the application of the said L.B. Blackburn was originally filed in said County; that said L.B. Blackburn died on or about the 18th day of February 1934; that the last allowance or issuance of a pension warrant to said deceased pensioner was made in January, 1934, and there being no administrator of the estate of said L.B. Blackburn; therefore, Theo Money sheriff of said county, as public administrator is entitled to receive, under the provisions of Section 8193 of Crawford & Moses' Digest, and to be disbursed by him under authority of Section 8194 of said Digest, the pro rata amount accruing from January, 1934, to date of death of said pensioner, subject to the apportionment of the pension fund made by the State Board of Pensioners for the present year.

I, Dora Blackburn, do solemnly swear that I was born on the 22 day of September 1876, and that I am the widow of L.B. Blackburn, who served as a soldier in the army (or sailor in the navy) of the Confederate States, being a member of [blank] Regiment of [blank] from the State of Arkansas or a member of the crew of the ship called [blank]; that he was honorably discharged (paroled or released) from such service on or about the [blank] day of [blank] 186[blank] and did not desert the same; that I am now, and for the past 30 years have been a bona fide resident of this State; that I do not own property, real or personal, or both, or menys, or choses in action, in excess of the value of $500.00 (not including the value of homestead,* or household goods); nor have I conveyed title to any property to enable me to draw a pension, and that I am not in receipt of any income, annuity, pension or wages for any services, the emoluments of an office in excess of $250.00 per year; that my husband died 19 day of February, year of 1934 and that I have not since remarried, so help me God.

On this day personally came before the undersigned, a [blank] within and for the County of Scott and State of Arkansas, L.E. Windham and J.A. Williams citizens of Scott County, whom I certify to be credible persons and worthy of confidence, who, being duly sworn, state that they were each, personally, well acquainted with applicant's husband, L.B. Blackburn and knew him for 30 and 30 years, respectively.
That he was a Confederate soldier belonging to Company [blank] Regiment [blank] of [blank].
That as such soldier he served from [blank] to [blank]; that he was honorably discharged, paroled, or released from such service and did not desert the same.
That he is now dead and that his widow has been for the past 20 years a bona fide resident of Arkansas. That to our personal knowledge all property owned by her is not worth exceeding $500.00 (not including the value of her homestead,* or household goods). That she is not in receipt of any income, annuity, pension or ages for any services in excess of $250.00 per year. That we have no interest in this claim. That she is at the present time a widow and in indigent circumstances. That our knowledge of these facts comes from personal knowledge.
