BOND FOR MARRIAGE LICENSE

Know all men by these presents, That we R.K. Mullikin as principal, and C.V. Newman as surety, are held and firmly bound unto the State of Arkansas, for the use and benefit of the Common School Fund of Lincoln County, in the penal sum of ONE HUNDRED DOLLARS, for the payment of which, well and truly to be made, we bind ourselves, our heirs, executors and administrators firmly by these presents.
Signed this 17 day of Nov. 19ll.

THE CONDITION OF THE ABOVE OBLIGATION IS SUCH, That whereas, the above bounden R.K. Mullikin has this day applied to the Clerk of the County Court of Lincoln County for a License authorizing the solemn of the Rite of Matrimony between the said R.K. Mullikin and Miss Belle Monk.
Now, if the said parties applying for said License have a lawful right to the same, and if they shall faithfully carry into effect and comply with the provisions thereof, and shall, within sixty days from the date hereof, return said License to the office of the Clerk of the County Court of said County, duly executed and officially signed by someone authorized by law to solemnize the Rite of Matrimony, then this obligation shall be void, but otherwise to remain in full force and virtue.

John and Iona signed the license November 18, 1899.
John lived at (can't read clearly but it looks like) Echtel in the county of Lincoln.
Martha Iona Hoppers lived at Garnett in the county of Lincoln. The license says HARPER, but it was Hoppers.
Martha's father was Samuel Jasper Hopper from North Carolina, Marthas mother was Harritt Matilda Brown fron North Carolina.
On the license it says J H Robertson was County Clerk, John Wesley was 27 and Martha was 18 years old.
