"By 1913 the Tin Lizzie had begun to multiply on the streets of Corning and
the roads of West Clay and an increased interest in road goods was at
hand. The county purchased this new style road grader. Ferd Phipps
is the driver of the machine and Colonel Larry Boshears is the other person
pictured."
"Local citizens were very proud of the town council when they purchased
this road grader for improving the streets and none was prouder than Col. Larry
Boshears who took his post at the wheel to get professional grading
accomplished. The scene is West First, just North of Oliver and
Company. The modern generation will be surprised that we even thought six
mules could keep our avenues in passable condition.
