Checking the High Waters - Around 1907
"A seasonal diversity for early Corningites was treking [sic] along the Ferguson-Wheeler tram -- the famed "Sawdust Pacific" to view the high waters from Black River. East Elm street ended at a sharp declivity that marked the border line between land and water and everything East of that point was not considered fit abiding place for mankind.
"Black River was undammed and unlevied and the floods could occur anytime in the year that provided an exceptional amount of precipitation.
"Floating in the foreground beside the fence is one of the board walks that floated on the water and provided school kids an exercise in speeding across before it sank beneath them. Streets with bloating sidewalks abounded all over town and provided an extra thrill to attending school."
